The 1st Phase, “Preparing the ground”, starts with a contextual alignment to guarantee political commitment of the municipality, the engagement of the relevant stakeholders and coherence with the national, regional and local strategies in place.

Within the Plan4COLD project, several tools and software have been scouted and a selection of tools defined, mainly focusing on opensource, user-friendly and free to use ones. Please find below factsheet of selected tools that can be applied in Phase 1.
