A European Community of Practice to increase the residential energy renovation rate

The building sector is essential to achieving the ambitious European climate goals for 2030.

Residential buildings alone accounted for more than 25% of final energy consumption in the EU in 2020. The current rate of much-needed energy renovations is insufficient to contribute to the achievement of climate goals. Integrated Home Renovation Services, also known as One-Stop Shops for residential energy renovation, are part of the solution to close the critical gap between reality and the energy-efficiency objectives for residential buildings.

The main aim of One-Stop Shops (OSS) is to support homeowners by integrating their otherwise fragmented renovation journey into one service. They effectively reduce barriers for homeowners by simplifying the renovation process, providing tailored and reliable information, and offering guidance on – or direct access to – available subsidies. OSS are increasingly recognised across Europe as key instruments to support energy renovations of homes by providing a single entry point for technical, administrative, financial and legal services. Even though the number of One-Stop Shops is growing across Europe, their presence and capacities vary widely between countries and regions. Challenges for OSS remain in terms of sustainable funding, national policy support and converting initial advice into completed renovations. The EU’s Energy Performance of Buildings Directive encourages Member States to establish one OSS per region or per defined population thresholds, further driving the rollout of these services as part of the broader effort to accelerate the building renovation wave and meet climate targets.

EU Peers provides an inclusive European community of practice which engages and connects One-Stop Shop practitioners and stakeholders in a trusting environment for collaborative problem-solving. Concretely, EU Peers consists of national and transnational Community Platforms open for all practitioners and stakeholders.

 

By organising regular online and physical meetings for exchange and capacity building, the Community Platforms are the basic access point to the Community. Regular European events and workshops as well as a mentoring programme for new initiatives complements the work in the Community Platforms. Moreover, EU Peers is advocating for improved policy and market conditions by increasing the visibility of the movement, formulating policy recommendations and creating a dialog with market players.
