MoveOn²

Making cyclists more visible

Understanding cycling through data. Digitising cycling planning.

Cycling plays a key role in sustainable mobility in Germany. At the same time, in many places there is a lack of reliable data on how cycling infrastructure is actually used and how traffic flows are developing. The MoveOn² research project is developing methods to systematically analyse large cycling data sets and gain new insights into mobility patterns. The project is based, among other things, on anonymised GPS data from the CITY CYCLING campaign, which records millions of kilometres cycled each year.

Project & Impact

Promoting cycling is a key objective of German transport policy. The National Cycling Plan aims to significantly increase the proportion of journeys made by bicycle and encourage people to cycle more. Among other things, this is intended to reduce greenhouse gas emissions and promote sustainable mobility. However, the latest findings from the Mobility in Germany (MiD) study show that these objectives have so far only been partially achieved. Whilst cycling is on the rise in many cities, trends vary by region and reliable data on actual usage is lacking in many places – particularly outside major cities.

This is where new digital data sources come into play. As part of the CITY CYCLING campaign, millions of kilometres cycled are recorded every year. The MOVEBIS and MoveOn research projects have shown that this data provides valuable insights into cycling patterns. The MoveOn² project builds on this and further develops methods to analyse cycling in Germany more comprehensively.

Goals

MoveOn² makes cycling in Germany visible, measurable and actionable. The project aims to improve the data infrastructure for cycling planning across the board and ensure it is representative.

To this end, extensive mobility data is systematically collected, analysed and made available in a practical format. This will provide a basis for a better understanding of traffic flows, cycling patterns – including those of pedelecs and (e-)cargo bikes – and the impact of infrastructure measures. At the same time, research is being conducted into how cycling and public transport are linked, in order to plan transfer options and cycle parking facilities in line with demand, particularly in rural areas.

All the data, models and analyses collected are published via the BIKE MONITOR, enabling local authorities, researchers and other stakeholders to use the information directly for planning, evaluation and research. In this way, MoveOn² not only contributes to scientific analysis but also provides a concrete basis for decision-making regarding sustainable and future-proof cycling planning.

Climate Alliance Services is implementing the joint project in collaboration with Dresden University of Technology (Chair of Transport Ecology) and Vision Velo GmbH. The focus is on ensuring the representativeness of the data by expanding the sample size. To this end, under-represented groups (primarily students and commuters) are being specifically targeted, and the CITY CYCLING app is being further developed. In addition, more detailed data is being collected by distinguishing between different types of bicycles (in particular pedelecs and (e-)cargo bikes).

Project funding period: January 2026 – March 2029

Funded by: National Cycling Plan (NRVP) of the Federal Ministry of Transport (BMV); the project is managed by the Federal Office for Logistics and Mobility (BALM)
