Empowering vulnerable homeowners and renters to fight energy poverty in CEE countries

Via the CEESEN-BENDER project, Climate Alliance is helping empower and support vulnerable homeowners and renters living in Soviet-era multiapartment buildings.

The project team is focussing on five Central and Eastern European countries: Croatia, Slovenia, Estonia, Poland, and Romania. The project will help them through the renovation process by identifying the main obstacles and creating trustworthy support services that include homeowners, their associations, and building managers.

The main project activities include the analysis of ownership structures and physical characteristics of buildings as well as identifying obstacles for renovation project in the targeted regions. Furthermore, the project team intends to develop methods and tools to address different aspects of energy poverty, e.g. a tool for calculating the return on investments for energy renovations.

With renovation roadmaps for the target areas and on individual building-level as well as trainings for homeowners, the project will provide hand-on support during the pre-construction process in particular. The overarching goal is to maximise emisison reduction via energy savings, decarbonise heat and cooling supply and integrat renewable energy sources.

Climate Alliance supports municipalities during the project by developing training materials and delivering trainings on supporting energy poor households before and during energy efficient renovation processes in multi-apartment buildings. Climate Alliance is part of the project team, coordinated by Society for Sustainable Development Design (DOOR), together with University of Tartu (UTARTU), Local Energy Agency Spodnje Podravje (LEASP), Alba Local Energy Agency (ALEA), Medjimurje Energy Agency Ltd. (MENEA), Mazovian Energy Agency (MAE), Tartu Regional Energy Agency (TREA), Municipality of Alba Iulia (ALBA IULIA) and Central Eastern European Sustainable Energy Network (CEESEN).
