Creating transformative climate adaptation and mitigation measures
BLOSSOM strengthens cities and municipalities through innovative, integrative and scalable climate finance solutions.
To adapt to climate change and to fulfil the demands of the Nature Restoration Law, cities will need to secure more private finance and public funding. Current tools and methodologies lack the effectiveness to attract the type of funding that is needed to solidify cities mitigation and adaptation efforts.
Through BLOSSOM, Climate Alliance will help to address this gap by leading the creation of solid adaptation pathways. An adaptation pathway map describes a sequence of measures or investments in institutions and infrastructure over time to achieve a set of pre-specified objectives under uncertain changing conditions. The map allows cities to effectively adapt their strategies in case of adaptation tipping points, account for insecurities in planning and act accordingly.
This is a crucial step in assuring that cities will be able to find funding for the entire range of project maturities, stages, sizes, and risk. With a focus on early-stage capacity building and financing, Blossom aims to ensure better availability of seed funding, loans on favourable terms, investment grants, subsidies and the development of de-risking mechanisms for cities.

The Climate Alliance is part of the diverse and multidisciplinary consortium of 25 leading partners and is involved in the development of the methodology and communication of the project results.
