New EEA briefing on climate adaptation in Europe published

Report provides insights into progress and challenges of climate adaptation across Europe

This briefing outlines the progress and challenges around Europe’s climate adaptation policies and actions, drawing on 2025 data reported by the EU-27 under the Governance Regulation, with extra insights from voluntary reporting by Iceland, Switzerland and Türkiye and desk research.

Key Messages:

  • As of 2025, all EEA member states will have adopted national adaptation strategies
  • 17 out of 32 countries now anchor adaptation in national or federal climate laws
  • Climate risk assessments are progressing
  • Limited information on measures and their effectiveness makes it difficult to fully understand Europe’s progress
  • Countries face common obstacles: data gaps, weak decision-making support tools, unclear roles, limited financial resources and insufficient local capacity
  • Monitoring and reporting are improving, but robust evaluation and learning frameworks remain a challenge.

 

Climate Alliance supported the development of the report and contributed subnational content in particular. A positive trend is also evident at this level. National or federal climate laws are playing an increasingly important role in institutionalising adaptation policy and its management. This is a clear signal for a stronger commitment to adaptation policy and legally binding adaptation frameworks.
