New Energy Poverty Nexus release: European energy poverty observatory overview
New Energy Poverty Nexus Factsheet released
The newly released factsheet provides an overview of the European energy poverty observatory landscape, including a mapping of existing observatories at EU level as of May 2026. It presents governance structures, financing approaches, operational models, and policy contributions from observatories in Austria, France, Romania, and Ireland, while highlighting key lessons learned and common challenges.
The factsheet was developed based on discussions and exchanges from the second internal training of the Energy Poverty Nexus project, held in April 2026. The training forms part of the project’s broader mission to support national authorities in creating or strengthening energy poverty observatories in Bulgaria, Croatia, Estonia, Greece, Hungary, Poland, and Spain.
The session explored operational experiences, governance models, financing approaches, and policy contributions from four existing energy poverty observatories and discussed how these experiences can support the establishment and strengthening of observatories in partner countries. The new factsheet also contains the presentations from the four speakers of the session:
- Caroline Nwafor – Austrian Coordination Office on Energy Poverty (Austria)
- Cristina Nirup – National Energy Poverty Observatory (ONPE), ADEME (France)
- Anca Sinea – Romanian Energy Poverty Observatory (ORSE), Centre for the Study of Democracy Association (Romania)
- Dr. Fábio Silva – Irish Energy Poverty Observatory (IREPO), International Energy Research Centre (Ireland).
The discussion addressed:
- How observatories are established and governed
- Stakeholder engagement and institutional cooperation
- Collaboration with national authorities
- Data collection and indicator development
- Policy support and implementation of EU objectives
- Funding structures and long-term sustainability
- Future plans and innovation opportunities.
The session concluded with an open exchange among participants to encourage networking, dialogue, and collaboration between countries developing new observatory models.
