Making the local level heard
Our network advocates for effective multi-level governance at the European and international levels.
Regions, cities and towns are key players when it comes to building a sustainable future for Europe. That is precisely why Climate Alliance believes elevating the voices of local and regional governments in climate policy is critical.
At both the national and European levels, Climate Alliance tirelessly pushes for multi-level governance that genuinely takes local and regional authoritieson board, treating them equal partners in the design and implementation of climate and energy policy on the ground. Our key policy activities include:
- Involving our members in current European policy issues through our Working Group on EU Policy
- Drafting and distributing open letters, statements, briefings and resolutions on pressing climate policy topics
- Collaborating with stakeholders and partners in European and international interest groups
- Shaping groundbreaking initiatives such as the EU Covenant of Mayors
- Supporting the participation of local governmments in high-level events such as the annual UN Climate Conference

By participating in this working group, Climate Alliance members can actively shape the priorities of the Climate Alliance’s policy work. The idea is to incorporate municipal and regional needs and perspectives into our demands to political decision-makers at the EU level.

Local Alliance
The Local Alliance brings together eight leading networks of municipalities and regions from across Europe to speak with one voice to EU heads of state and government on energy and climate issues. Climate Alliance is proud to work alongside ACR+, CEMR, Energy Cities, Eurocities, FEDARENE, ICLEI Europe and POLIS in this alliance.
Coalition for Energy Savings
This coalition promotes energy efficiency as a driving force for sustainable transformation. It brings together companies, local authorities, energy agencies and civil society organisations, serving as a hub for expertise. As a member, Climate Alliance contributes to making energy efficiency a political priority at EU level.
European Community Power Coalition
The Community Power Coalition brings together a diverse network of like-minded organisations that share the common goal of promoting the development of citizen and community energy towards a 100% renewable energy system. Local authorities play a crucial role in this development as supporters and co-investors – Climate Alliance provides this coalition with the municipal perspective.
Coalition for Higher Ambition
The Coalition for Higher Ambition is a unique alliance of businesses, investor groups, local and regional authorities, trade unions and civil society groups. Together, they speak with one voice, urging the European Union to strengthen its climate action.
