The report shows that while the most vulnerable groups are disproportionately affected by the climate crisis, they are often overlooked in the planning and especially the implementation of climate adaptation measures.

On the one hand, the EU and member states do recognise the importance of justice as an essential key in climate adaptation, but in practice its application remains limited. Thus, there is a risk that existing injustices will be exacerbated.

The report, which Climate Alliance played a key role in drafting as part of the ETC CA project, analyses four key systems in climate adaptation and explains how resilience can be achieved in an equitable manner. The four key systems are: Built environment, agriculture and food, water and transport.
