Save Energy Together Final Conference
Final Event at the Climate Alliance International Conference
Final Event: Citizen Engagement as a Driver of Energy Efficiency in Municipalities
How can municipalities turn citizen engagement into measurable energy savings? The SaveEnergyTogether final event, as part of the “Local climate action delivers: Stronger together for Europe” entitled CAIC’26 Conference, brought together local governments, practitioners, and climate stakeholders to showcase practical solutions that work. Taking place in the framework of the Climate Alliance International Conference (CAIC) 2026 in Brussels, with over 170 participants from across Europe, it brought local and European stakeholders together for a stronger Europe, highlighted tested approaches, real-life campaign results, and scalable tools that support municipalities in achieving their energy and climate goals. The final event targeted local stakeholders and local authorities as they play a key role in delivering Europe’s energy transition.
SaveEnergyTogether partners showcased how targeted communication and citizen engagement can lead to real, measurable energy savings at household level. Following a highly interesting keynote by Dr. Diana Ürge-Vorsatz, Vice Chair of the Intergovernmental Panel on Climate Change (IPCC), and a speech by Jan Dusík, Deputy Director-General at DG CLIMA of the European Commission, participants explored proven communication strategies that influence everyday energy behaviour, learned how to apply cost-benefit insights to local campaigns and exchanged directly with municipalities that have implemented successful initiatives. You can find below recordings, session materials and recaps of the event.

Online Workshop: From Local Campaigns to Transferable Impact
This practical online workshop proposed concrete ways municipalities can improve energy-saving communication, engage residents, and adapt successful campaign ideas to local needs. This session was designed for local governments, energy agencies, NGOS and citizen initiatives that want useful examples, peer exchange, and ready-to-use tools they can apply in their own work.
Participants can received practical guidance on how to turn local campaigns into ideas that can be adapted elsewhere, along with a simple introduction to the blueprints and cost-benefit tool. The session also included short showcases from municipalities and project partners, followed by a small-group discussion on what works, what can be transferred, and how to make it happen.

Climate Kitchen
Whether it’s a city council resolution, a funding scheme or citizens’ assemblies – which measures really make a difference on the ground, encourage different stakeholders to work together, and thus drive local climate protection and adaptation? We gathered best practices in local climate action.
Workshop II: Shaping energy savings together
This workshop presented practical solutions designed to help local authorities achieve measurable energy savings through public engagement and targeted communication campaigns. The event draws on experiences from Austria, Germany, Lithuania, Portugal and Slovenia, demonstrating how well-designed local communication and citizen engagement strategies can effectively encourage households to implement simple and cost-effective energy-saving measures. Lessons learned:
- Information alone doesn’t trigger action. People need a reason to participate, not just facts. Trust is the foundation of local campaigns. Working through local actors is what makes reaching households possible.
- Don’t expect people to come to you. Define your target groups well and go to people directly! Reach the social frontline first. They visit people’s homes and spread the message, so convincing them first multiplies reach.
- Low budgets and fading public attention are real constraints. An existing engaged network of stakeholders makes engagement possible anyway, interactive formats, games and wheels at stands drew people in.
- One-size-fits-all tips fail. Advice must be adapted to people’s needs and motivations. Establishing a rhythm instead of one-off campaigns with monthly content, several website/social tips a year, seasonal press releases and year-round events helps changing habits.
- Use channels people already trust. Habit change is hard, and “I already know everything” is a barrier. Official, personally addressed letters work. They felt like they came from a trustworthy source rather than being random.
