Engaging consumers in local heating and cooling planning

Heating and cooling represent one of Europe’s largest sources of emissions.

Local action is key to driving the transition to renewable solutions. This shift requires not only strategic planning and broad stakeholder engagement, but also a strong focus on how consumers can be actively involved and effectively supported throughout the process.

This joint event, hosted by the PLAN4COLD and CLEAR HP projects, will focus on the role of consumer engagement in the development and implementation of local heating and cooling strategies. Together, we will explore questions such as:

  • What tools are available—or still needed—to support consumer participation in local planning and implementation processes?
  • How can municipalities turn heating and cooling plans into impactful and consumer-oriented strategies?
  • Once local plans are in place, how can consumers be effectively supported in making the switch to renewable heating and cooling solutions?

The session will explore practical approaches for engaging consumers and communities, building trust, and ensuring that local heating and cooling plans reflect the real needs of consumers.

 

Experts from PLAN4COLD and CLEAR HP will share their insights and lessons learned in designing consumer-friendly planning processes. Climate Alliance will present the Energy Caravan, a hands-on campaign that helps municipalities motivate citizens to undertake energy retrofits. We will also hear directly from a municipality about their experience with implementing successful citizen engagement activities.
