European Environmental Agency publications on resilience just released
The European Environmental Agency (EEA) issued two important publications on adaptation to the climate crisis today – both drafted with substantial contributions from Climate Alliance.
The new EEA report entitled ‘Climate resilience in Europe 2025 – progress and challenges’ provides consolidated overview of reported national adaptation actions across 32 member countries between 2021 and 2025. While the update highlights the increased integration of climate adaptation in national climate policy, it also points to lacking policy coherence due in part to the diverse approaches, complex cross-sectoral coordination and unclear risk ownership structures challenging effective implementation. In particular, the report underscores limited capacity and resources at the regional and local levels as hurdles holding back necessary and targeted action.
An EEA briefing led by Climate Alliance also published today showcases the strong leadership of small towns across Europe on climate adaptation despite often insufficient support and resources. Called ‘The Small but mighty: Climate Resilience in Europe’s small municipalities’, the document features short case studies from Climate Alliance members Ober-Grafendorf (AT) and Kajárpéc (HU), also featuring how the EU Covenant of Mayors initiative and its territorial coordinators are supporting small municipalities. The briefing shows how municipalities are taking initiative in the face of limited financial and human capacity.
Climate Alliance will continue to support the EEA with on-the-ground perspectives from municipalities and regions on the topics of resilience and climate adaptation. Climate Alliance members interested in learning more about the briefing on small municipalities in particular are invited to attend the next Working Group on Adaptation meeting, taking place on 2 July.
