The MFF & You: What the Parliament wants from the new EU budget

In July 2025, the European Commission unveiled its proposal for the next long-term EU budget.
This €2 trillion Multiannual Financial Framework (MFF), which will steer EU priorities from 2028–2034, will also set the rules for the EU funding upon which local and regional governments rely every day. This includes programmes such as Cohesion Policy (ERDF), the Just Transition Fund, ESF+, Erasmus+, LIFE, Horizon Europe and INTERREG. Negotiations on the basis of this proposal are well underway with the Council and the Parliament are preparing their positions.
The outcome of these negotiations will ultimately determine which programmes, funds, and financing tools remain available, crucially shaping how local authorities can implement their climate and energy transformation plans. This particular €2 trillion proposal has, stands for a profound revision of long-standing EU policies such as namely CAP and cohesion. It has thus shuffled the cards, opening up political divides both new and old between and within the Parliament and the Council.
In this webinar, we will focus on what is the current state of the negotiations, the Parliament’s position in the negotiations, the political cleavages between and with Council and Parliament, and what the Local Alliance thinks about it.
