Local and regional governments speak out on the next EU budget
As part of the Local Alliance, Climate Alliance helped deliver a comprehensive package of concrete recommendations in answer to the European Commission’s public consultation on the next EU budget. Known as the Multiannual Financial Framework (MFF), the upcoming budget will govern how essential EU funding gets spent from 2028 through 2034.
The group argues that shaping an effective EU budget will require a fundamental transformation of the EU budget architecture. The key message: multilevel governance must become a foundational principle. With cities and regions responsible for 70% of Green Deal legislation and 69% of climate-related public investment, it follows that local and regional governments be seen not only as key beneficiaries of the budget and implementers of policy but also as strategic partners.
The Local Alliance comprises eight major networks representing local and regional governments across Europe (ACR+, CEMR, Climate Alliance, Energy Cities, Eurocities, FEDARENE, ICLEI Europe and POLIS). The group delivered a total of three papers in response to the MFF consultation, which closed on 6 May.
