Not quite full steam ahead

Something is better than nothing – this is how the results of the COP23 in Bonn could be summarised. This year's Climate Summit, under the presidency of Fiji, was planned from the outset as a "technical" summit. At this stage, the most important thing is to transpose the Paris Agreement into a binding set of rules that is transparent and binding for all states.

Progress has been made in the formulation of the so-called rulebook to be adopted at the next COP in Poland. However, the process is lacking momentum. To date, the national climate strategies are not ambitious enough to limit global warming to 2°C, possibly 1.5°C, as agreed in Paris. On the contrary, the current targets result in a total warming of more than 3°C. Some countries are even watering down their climate goals.

The local level, be it the cities of Europe or indigenous communities of Amazonia, is playing an increasingly central role in advancing national climate strategies – an insight that is gaining ever more political recognition.
