Strategies and solutions to scale up energy efficient building renovation

The EU Horizon 2020 funded Build Upon² project will empower cities across Europe to join forces with national governments and industry to decarbonise their existing building stock by 2050. Build Upon² will strengthen the local effectiveness and implementation of the national building renovation strategies required by the EU Energy Performance of Buildings Directive (EPBD).

Build Upon² will work with cities to develop strategies and solution to the building renovation challenge. In particular it will develop and pilot a ‘multi-level renovation impact framework’ containing a suite of milestones and measurable progress indicators for city renovation strategies including: emissions reductions, increased employment and improved health. By capturing data at a local level, the framework will link renovation to policy and decision making processes at a national level, driving greater investment in city regeneration programmes.

The following eight pilot cities will be actively involved in the project, alongside a wider network of Covenant of Mayors cities:
•    Velika Gorica, Croatia
•    Budaörs, Hungary
•    Dublin, Ireland
•    Padova, Italy
•    Wroclaw, Poland
•    Valladolid, Spain
•    Eskişehir, Turkey
•    Leeds, UK

In the future, the framework will be used as a blueprint for the EPBD’s implementation, and by cities signed up to the Covenant of Mayors in their efforts to tackle the decarbonisation of their building stock, as well as for governments worldwide looking for guidance in their national building strategies. Before 2021, the project aims to see at least 10 more cities publicly commit to establish strategies to completely decarbonise their building stock by 2050.

Build Upon² is led by a consortium of eight national green building councils with GBC España as Coordinator, Europe’s foremost buildings think tank the Buildings Performance Institute Europe (BPIE), and Climate Alliance.
